Super easy to apply and appeared to help
Our concrete basement floor was painted, with a latex paint (we think - previous owner painted). We applied this primer before applying the self-leveler and it went on very easy without incident. It is a milky white to start with and much thinner than paint. I like that it was milky white because you can see where you have put it.
The first time, I used a roller on a long handle and a roller pan. The second time (we had to do our underlayment in phases) I just poured it on the floor and used the roller to spread it around. Considering the amount of money we invested in the underlayment, I wouldn't risk installing it without this relatively inexpensive primer.

Overall simple prep product
This is the required primer to use with levelquik self leveling product. It was very straight forward to apply and it was easy to track where it was put down as it was applied.

Seems to work
I cleaned the floor and brushed on the LEVELQUIK primer. I let it dry overnight and poured the self-leveling compound. I guess it worked as advertised... How can you tell?

Seems to be a good product
Used this under self leveling floor mix and also under shower pan mud. Haven't had any issues with bond. Not sure what would happen if you didn't use this stuff, but is recommended. Kinda expensive.
