These are small but get the job done. They are made in Japan. The quality of the blade forgings ...These are small but get the job done. They are made in Japan. The quality of the blade forgings is impressive - the castings are super smooth and very precise. All the fasteners are very high quality. The main pivot bolts are a solid 10mm; the secondary pivot bolts 8mm; all appear to be grade-8 type.
I cut thru some 1/4 inch Grade 5 bolts with no issues, and zero blade damage. Of course with only a 13 inch length it took some effort, but nothing unexpected. The handle grips are a bit skinny for my taste, and kind of short, but they do not slip and they give pretty good control. They have a slight 'inward' angle to give that extra bit of leverage when the handles are wide open, I like that. There is absolutely no looseness, no wobble, even after a few dozen cuts. The blade adjustment from the factory was spot on. This is definitely a good pair of compact bolt cutters to keep in the toolbox.

Bought these for when they were on sale for occasional use. Sometimes you need to cut an actual b...Bought these for when they were on sale for occasional use. Sometimes you need to cut an actual bolt and don't want to crank up the air cutoff tool or drag the angle grinder and extension cord out. Good jaw alignment that can be adjusted, and big enough cutting capacity for most DIY folks. They are pretty stout, so I wouldn't want to use them multiple times a day, but they snapped a 3/8" piece of threaded rod quickly and easily. Plus, they will cut that padlock you lost the key for or just won't open.

If you need a portable bolt cutter for smaller applications, these are for you. The max it can cut are 5/16" soft and 3/16" hardened. If the cutters are going to live in your garage I would go with something bigger and has better leverage.
I tried cutting a cheap hardened steel lock. These barely dented the lock but did damage the cutter blade. (See pictures). They work fine on bolts and rebar.

Solid product, maybe a bit too expensive though...I bought these bolt cutters, because I figured that they were all rather pricey, so I went with the biggest set I could afford. They weren't cheap, but they cut through steel like it was paper. If you require a heavy-duty set of bolt cutters, these will work. Remember the size limits though, and use a grinder or cut-off tool for anything larger or you will damage the Klein set.
